As I already said, we should examine that whether the adequate number of skilled persons are available or not. It will be okay if these subjects are made an optional so that there will be less teachers required. Including these subjects in core curriculum will result in nothing but complete mess and huge pressure on current system. So, including activities like dance/singing/acting be made part of Core Curriculum in Schools will not benefit much in my opinion.
I think the point of individual's funding problem is quite correct. But, what I think is, the funding problem of few individuals should not create problem for all the other students who don't have much interest in these fields. Those who are interested in particular art like acting/dancing should come together and fund the instruments together. If they are made to be a part of core curriculum, it will affect the weightage of core subjects like maths and science. These subjects are not as fundamentally required as the other core subjects like science and maths are. There is already much burden of current core subjects on students. So, adding them in core curriculum since school will increase more burden on students.
I think we should once again think on 'cost is not the problem.' How many schools are well equipped with the necessary instruments and the required skilled manpower to guide students to learn activities like dance/ singing/ acting ? The government funding for schools for even basic facilities and instruments is inadequate. According to a UDISE survey in 2014, 58% of schools do not have the requisite lab for classes 9 and 10th, where integrated science module is taught to students. In order to include things like dance/ singing/ acting in core curriculum, more funding will be required. And it will put more pressure on the current inadequate funds.
