Interesting question. To answer that, we must observe why is this behaviour taking place. We should rationalize (look deeper into) and ask, why is that the students are indulging in copying rather than writing original. Here are some reasons by which we can observe why is this behaviour taking place: 1) The child is finding the given assignments difficult 2) If the child is copying in the exam, then he might not be ready for exams or has exam fear 3) Is afraid of his parents (any external pressure) 4) Competition with peers 5) To avoid punishments given by teachers Exam as a term is pressurizing in itself. We have to make sure that students do not fear from it and rather find something meaningful out of it. To prove themselves to peers and family, children want to win and come first. They think that by any means, they have to come first. We as teachers should guide them to not take this path as exams are not competitions. They should take exams/assignments as self-assessment; how much you infer from what has been taught. We can also look beyond this traditional way of taking exams which depends on rote learning. Instead, quizzes, role plays or thought based assignments can be designed which will not lead children to take cheating as their path for any exam or challenges in the future.
