Are silent students in the classroom less intelligent than participative students?

A silent student may be a student who fails to respond because s(he) is shy, afraid, or unwilling to respond. Some students may come from a culture in which silence is a form of respect to the teacher. Participative students always participate in class discussions as actively as they can and take the initiative to share their opinions.

No ,it's not exactly correct because some students are good listener
