Water is an insulator of electricity  because it doesn't have anything to conduct electricity. But it is  distilled water . The water which we use in our homes has minerals or chemicals or some ions and those ions or chemicals conduct electricity, not the water.

Right & Water readily absorbs and transmits heat. pUre water does not contain any acid or salts or other impurities in it, SO we can say that pure water acts as an insulator. AS we know that, insulators are those materials that do not allow an electric current to pass through them easily
