Can the government have policy of opening schools partially? That is opening only those schools which have network problems and are not in the containment zone. Atleast till Vaccine distribution begins.

Yes states are free to decide norms that suit their context. The central government does not dictate all micro level policies on this because the contexts in different states is very different but definitely all such measures can be taken at this time. Ideally physical teaching should happen where remote teaching not possible and students are not able to cope with digital learning. But assuming this is a long term challenge..Covid is not going to go away anytime soon with or without a vaccine so schools will ultimately need to reopen but states and even districts can and are free to decide what precautions they want to adopt.

In Haryana, schools have been opened from 2 nd November 2020 for classes 9 th to 12th for 3 hours with permission letter of parents.
