In fact a government/public institute is more prone to corruption (as we all see) because of low salary etc. If you say that there could be favoritism and bias, one can always make strict and stringent rules and have a tribunal to enforce the same. This problem can be curbed. The intention to achieve the goal of giving the best education supersedes all issues which can be resolved.
