Under the RTE Act even the private schools have to compulsorily have categories to provide free education. There can be stricter and more stringent laws with respect to the same and if need be there could be a tribunal set up to ensure that these rules and regulations are strictly followed. 
I believe that one must go to any extent to improve the quality of education in our country as the current situation of public schools is not satisfactory.

But there is no way to force upon the private schools to run without making profits. That is unreasonable for them
