Nowadays, hobbies are only developed to attain certificates. How can this mentality be changed?

it is a long shot! probably the day we stop rewarding 'toppers' and start treating children equally irrespective of academic performance, that day we will also realise that gaining certification and appreciation is not why one develops a hobby. as children we are taught to do things in order to gain credits and brownie points. how can we expect students to unlearn this behavior when it comes to hobbies
